KHADI INSTITUTIONS-SOME NORMS
Online Registration of New Khadi Institution :-
The prospective Khadi Institutions can file the application with requisite papers & fees online for registering their institution and issuance of Khadi Certificate. The online application can be accessed through KVIC website www.kvic.org.in or www.kviconline.gov.in and click on “Khadi Institutions Registration Sewa”.
Eligibility for Registration of new Khadi Institution:-
1. Should be registered under the co-op. society/Trust/regd. Institution/Firm and company/Any other under prevailing Act.
2. Should have common work shed/ building having adequate space for carrying out spinning and weaving activities.
3. Should have minimum 25 charkhas and 5 looms to start the Khadi activities.
4. Should furnish the list of 25 spinners, 5 weavers and 2 supervisors as per the format given at Annexure 1.
5. Should furnish the undertaking in the prescribed format specified at Anexure – 2 on the non-judicial stamp paper of Rs. 100/- .
6. Should furnish NOC from State Khadi & V.I Board in case the institution already registered under state KVIB and wish to register with KVIC.
7. The Institutions already having adequate infrastructure as required by KVIC and already carrying out spinning and weaving activities without registration under KVIC/KVIB are also eligible to apply for registration.
Documents Required for Registration :-
1. Copy of the Registration Certificate under the society Act/Trust Act/Firm and company Act and or under any other prevailing Act.
2. Copy of the Resolution of the institution for registration with KVIC.
3. Copy of self attested by laws of the institution.
4. List of current Managing Committee/Trusties/Directors as the case may be.
5. Details about Common work shed/building/work place from where the activity is proposed and or is already doing.
6. Details of procurement of charkhas and looms, if ready purchased, indicating the date of purchase.
7. NOC from State Khadi & Village Industries Board.
Registration Fees :-
The prospective Khadi Institutions intends to register and to get the Khadi Certificate from the KVIC should remit the registration fee of Rs. 15000/- (Rupees Fifteen Thousand only) by way of Demand Draft drawn on a
Nationalizes bank in favour of the “Chief Executive Officer, KVIC” payble at Mumbai. The Registration fee will be accepted through RTGS also in the A/c no. 30693240188, State Bank of India, Vile Parle(W) Branch, IFS Code : SBIN0000515.
The Registration process will starts only after receiving the registration fee.
The Directorate of Khadi, KVIC, Mumbai will process the CoR and approve for issuing the Khadi Certificate. After approval, a certificate of Registration (CoR) will be generated online which can be downloaded by the applicant Institution. After obtaining the certificate of registration of such institution may opt for KVIB or KVIC assistance
Khadi Institution :-
The Societies Registration Act, 1860, provides for facilities to form institutions for carrying on social and economic activities especially with a view to creating gainful
employment for poor artisans through Khadi activities organized on no profit no loss basis. However, this Act does not permit formation of institutions to undertake commercial activities.
Structure of Institution :-
Registered institutions have their own decentralized units of production and each institution has a Chairman, Secretary, Treasurer and other executive members. So far as
the institution is concerned, the Chairman of the institution is assisted by the Secretary, Treasurer, Accountant, Internal Auditors, Production Managers, Sales Managers and others. It would not be out of place to mention here that most of Institutional Seretaries hold on to the same post for years together without any retirement age limit and some times it is even here ditony.
Operational Area :-
Each institution has its own operational area which is demarcated by the Certification Committee of KVIC, Mumbai.
Function of Registered Khadi Institution :-
1. Extension of Khadi activity in the rural and remote areas.
2. To give financial and technical guidance to the individual artisans.
3. To supply the raw materials and marketing of the products of the artisans.
4. To supply the tools and equipment for the registered artisans.
5. To select the artisans for training/upgradation at the centres or outside the centre.
The registered institutions perform broad socio economic functions for the welfare of artisans, non-artisans and the people of the area concerned.
Production of Khadi :-
Production in Khadi involves various processes such as lap making, carding, roving, spinning, dying, pre processing of yarn, warping & slizing, drawing, weaving, washing, printing, calendaring, tailoring etc.
Employment :-
So far the creation of local employment is concerned it is a matter of fact that this industry has created considerable local employment, both full & part time. But there is a tendency for Khadi artisans to shift to alternative employment because they think that the employment is not economically viable for them though now those days have gone by through to the untiring positive efforts of WBKVIB. Now, who left Khadi are coming back and rejoining this sector again for their ensured livelihood.
Co-ordination between KVIB/KVIC : –
So far as the coordination between State Office of the KVIB and the state KVIC is concerned, once the area is selected by the KVIB, the KVIC keeps itself away from it. In fact, without the prior consent and no objection certificate of the Board, the State office of the KVIC does not take up new areas of operation. There is a clear cut understanding between these two organization.
